  14. Amateur Radio Emergency Service (ARES) and Radio Amateur Civil
  15. Emergency Service (RACES) operators are currently establishing
  16. emergency communication in the aftermath of this morning's
  17. earthquake in the San Fernando Valley. Operators are assisting
  18. police, fire and other local emergency management officials with
  19. local VHF communications.

  21. Amateurs are advised that operators in the affected areas must give
  22. priority to meeting immediate emergency communications demands.
  23. Amateurs must not transmit on emergency net frequencies, except when
  24. directed to do so by net control stations. When the situation has
  25. been fully assessed and order restored, operators may be able to
  26. provide health and welfare message services out of the affected
  27. areas. Priority will be given to outgoing messages since most
  28. amateurs in the affected areas will be unable to deliver incoming
  29. messages until phone service is restored and roads repaired. Welfare
  30. inquiry traffic should not be accepted from the public until
  31. authorities in the affected areas indicate they are able to process
  32. such inquiries.
